Coming up on March 12th we will be releasing EVE Online: Rubicon 1.3. With it comes your usual installment of game-balance tweaks from yours truly, CCP Rise, along with CCP Fozzie, and an angry Frenchman who should remain nameless.
Somehow this release ended up with quite a bit of substance so we thought it would be nice to describe all the changes in once place for you.

Directional Scanner Changes
Around a month ago, we announced the Worlds within a World project, a monument to be placed in Reykjavik harbor as a tribute to the EVE Universe, and as a gift to both the City of Reykjavik and the EVE Community for their dedication and support throughout the first decade of New Eden’s existence.

The reason I'm writing this dev blog is twofold: firstly I just wanted to tell you about a few little things I've implemented to make your lives easier, and secondly because I MISSED YOU GUYS! I was away for so long that some of you probably don't even know who CCP Punkturis is... but don't worry, we'll get to know each other soon enough (this is how I make knowing me into some cool retro thing).
There are many diplomatic doctrines in EVE. The most popular is “NBSI” or Not Blue, Shoot It. But there's also “NRDS” or Not Red, Don't Shoot. And then there's the much less used, much less diplomatic “NPSI” or Not Purple, Shoot It. Which means, of course, that if it's not in your fleet, kill it as fast as you can and damn the diplomatic consequences. Many groups run occasional NPSI fleets, but a new group has come into existence that is all about NPSI. They are Spectre Fleets and they're probably out killing someone right now.
There are many streamers out there who have been spotlighted over the past few months. EVE streaming is catching on quite readily, with channels drawing in hundreds or even thousands of viewers at a time. But there is one consistent streamer who provides... something a bit more. That more is not merely epic fights or deep instruction into the intricacies of EVE. But that's not what we mean here.
Sir Squeebles's stream is known to be a little bit more wild, more unpredictable, and a little more hilarious than others.

At EVE Fanfest 2013, we announced a partnership with Dark Horse Comics for the development of a comic book set in the EVE Universe.

Among the many EVE Online podcasts out there, few can boast the history of Fly Reckless. Having been in existence for nearly 6 years and with over 100 episodes, it has stood the test of time and remains a preeminent EVE podcast. However, its life has not been easy.
